The State Program of Fighting Corruption for 2006-2010

Decree of the President of the Republic of Kazakhstan dated 23 December 2005„– 1686 approved the State Program of Fighting Corruption for 2006-2010, which was developed by the Agency.

Its main goal is reduction of the level of corruption in all the life spheres of the society by increasing efficiency and coordination of activities of the state bodies and civil society.

In this light the most urgent moments in the State Program are optimization of the forms, methods and means of counteraction to corruption, improvement of the legal basis, and activation of international cooperation. At the same time they provided for the constant provision of transparency and openness of the anticorruption work, improvement of material support of the bodies engaged in prevention and suppression of corruption violations.

In the process of realization of the State Program of Fighting Corruption for 2006-2010 it is decided to finalize differentiation of authorities and make step-by-step transfer of the central state bodies functions to the local level in such spheres as environment protection, agriculture and regulation of land relations. For these purposes amendments and supplements will be introduced into 32 legislative acts, particularly, Code on Administrative Violations, Land Code and Water Code, Law В«On Environment ProtectionВ» and others.

Novelty of the Program is in introduction of such efficient measures as: provision of active participation of civil society institutions in fighting corruption on the basis of introduction of the mechanisms of public influence on the activities of the public administration bodies; strengthening of the institute of protection of confidentiality of information sources, as well as of witnesses and persons informing about the facts of corruption crimes; legal regulation of prevention of interests conflict when fulfilling duties at public service.
