About Academy

ABOUT ACADEMY

The academy of financial police is formed on August, 18th, 1999.
The governmental order of Republic Kazakhstan from May, 15th, 2001 before Academy puts following problems:

On May, 25th, 2007 Council of heads of the governments of the Commonwealth of Independent States has made a decision « On the statement of Regulations about of the base organization of the states-participants CIS on preparation and retraining of personnel for bodies of tax (financial) investigations and giving of Academy of economic

 

safety of the Ministry of Internal Affairs of the Russian Federation and Academy of financial police of Agency of Republic Kazakhstan on struggle against economic and corruption criminality (financial police) status of the base organization of the states-participants CIS on preparation and retraining of personnel for bodies of tax (financial) investigations » (Yalta).

In Academy  function the faculty of resident instruction and a magistracy and faculty of professional retraining and improvement of professional skill ; seven faculties, the common and special libraries, 10 departments and services. Since 2009 the set in doctoral studies Ph. D will be carried out. Dissertational council on protection doctor's dissertations functions together with Academy of the Ministry of Internal Affairs of Republic Kazakhstan. Magazine «Vestnik of Academy of financial police » is quarterly published.

Now the contingent of listeners on Academy is made 436 by the person and all of them are trained under the internal form of training.
Feature of educational process in the Academy distinguishing it from other high schools of the country including departmental, the big relative density of economic disciplines is alongside with legal disciplines . The big attention is given studying of special rates on investigatory-economic and operatively-economic specialization (a technique of disclosing and investigation of economic and corruption crimes, qualification of crimes in sphere of economy, the organization of manufacture of preliminary investigation and others), receptions front and fire-arms preparations.

In structure of Academy there is a separate division - the Center of monitoring and quality assurance of education (the center of testing) which is engaged in an estimation of a level of professional readiness of practical workers of bodies of financial police and customs service in various directions of professional work, provides the organization of all kinds of the control of knowledge, calculation of the academic rating of listeners of Academy, carries out monitoring quality of preparation of listeners. All examinations pass in the Center of testing in the form of testing without participation of teachers.

In 2006-2007 educational year in Academy for the first time among not civil high schools the credit system of training is introduced, after her are trained listeners of the internal form of training on 3 specialities of a bachelor degree : 050301 - Jurisprudence, 050303 - Law-enforcement activity, 050304-customs services.

The important direction of activity of Academy is research work of the faculty and listeners on a theme: «the Role of bodies of financial police and customs bodies in maintenance of economic safety and counteraction of corruption». The scientific potential of Academy develops constantly and improved and for today looks as follows: doctors of sciences - 3, candidates of sciences - 27, including candidates of jurisprudence - 16, economic - 2, pedagogical - 3, technical - 2, philosophical - 2, philological - 2. Now competitors of a scientific degree of the doctor of sciences are 3 competitor, the candidate of sciences - 9 employees.

Every year  in Academy are lead scientifically-practical and scientific-theoretical conferences so in 2006-2007 educational year are spend 2 scientific conferences.

The practical orientation of research activity finds the expression in preparation of various development for bodies of financial police. Before Academy the problem in maintenance of the operatively-investigatory case of territorial divisions with development of the methodical character was always put, allowing to reveal, open and investigate economic crimes on which earlier criminal cases were not raised. The academy develops methodical recommendations on disclosing and investigation of the complex, disguised and difficultly revealed economic crimes bringing the greatest damage to economy of the state. In total for the period of existence of Academy it is developed more than 60 methodical recommendations which in the form of collections or were separately dispatched in territorial bodies.

Besides is developed the technique of definition of indexes of corruption of the state bodies. Now the project of a technique in the form of « Rules of an estimation of activity of the state bodies on counteraction of corruption » is in Administration of President RК, on their basis the project of the decree of President RК prepares. It is necessary to note also development such prepared and directed to Agency, as « Questions mediation in criminal trial », offers on an effective utilization of results of activity of the nongovernmental organizations leading sociological researches on problems of corruption, and many other things.

The  general and special libraries of Academy constantly replenish educational, scientific and fiction, the methodical development executed by teachers of Academy, other high schools of the country and the countries of near and far abroad. Fund of the general library, 94820 copies make of them the educational literature - 81027 copies, the scientific literature - 11657 copies, other literature - 2136 copies. The fund of special library makes 2166 units. In Academy functions Help legal system " Lawyer ", access to a world net the Internet actively.
Significant work on strengthening material base of Academy and improvement of conditions of a life of listeners is spent. In 2005 the new modern inhabited case for cadets is constructed. In 2006-2007 major overhaul of buildings is lead: the inhabited case for girls-cadets, a building of faculty of professional retraining and improvement of professional skill, educational and economic cases.

The academy now has 6 educational buildings and 2  check point which are located on the ground area by a total area of 14,4132 hectares.

The educational case - a 4-storeyed building of 1976 of construction by a total area 8220 square.m., the useful educational area on one brought contingent of listeners makes 16,47 square .m., including an assembly hall - 137 square .m. On 340 landing places, a sports hall - 417,8 square .m., an exercise room equipped by modern stock, - 69,6 square .m., a hall of single combats - 67,9 square .m., two new lecture halls - 253 square .m. On 220 landing places. «The house of cadets» - a 4-storeyed building of 2005 of construction by the area 2800 square .m., «The House of cadets» - a 2-storeyed building of 1981 of construction by the area 967,6 square .m., a building of faculty of professional retraining and improvement of professional skill - a 2-storeyed building of 1976 of construction by the area 558,3 square .m., a hostel № 1 - a 5-storeyed building of 1967 of construction by a total area 3495 square .m, including a medical part - a total area 300 square .m. The hostel, after input of the House of cadets for listeners , is reconstructed under a family hostel for the faculty of Academy (one-, two-and the three-room arranged well apartments). A dining room - a 1-storeyed building of 1978 of construction, a total area 845,8 square.m. On 400 landing places. The laboratory case - a 2-storeyed building of 1979 of construction by a total area 3090 square.m. A sport center - a total area 10160 square.m. A football field with racetracks - a total area 4500 square.m. Sports small town with an obstacle course, horizontal bars and the Swedish walls - a total area 5660 square .m. The pedestrian basketball and volleyball platforms are constructed.

Academy are equipped  a bath-and-laundry complex, hostels . There is an independent boiler-house for heating and hot water supply, a garage.
In 2004-2005 educational year the Academy is equipped by 2 new computer classes (25 complete sets). In 2005-2006 educational year it is put into operation the separate Internet-class on 20 landing places. In March, 2007 it is put into operation a linguaphone cabinet for active language preparation of listeners and teachers.

Development of cooperation of Academy with high schools and scientific institutes of Kazakhstan and abroad is one of priority directions and is caused by necessity of joint opposition of transnational criminality, carrying out of joint scientific researches on studying criminal situations in sphere of economy.

Connections are adjusted and active cooperation of Academy with the Kazakh humanitary-law university, Humanitarian university by D.A.Konaeva, Academy of Ministry of Internal Affairs RK, Academy KNB RK, the Karaganda law institute of Ministry of Internal Affairs RK by B.Bejsenova, The Коstanai law institute KUIS of MU РК, the Karaganda state university by E.A.Buketova, the Kazakh national state university by Al-Fаrаby, Academy of public service at President RК and others.

In development of the international cooperation 6 contracts about partnership, cooperation and a scientific exchange between Academy both following high schools and the centers of abroad, such as BATTELLE MEMORIAL INSTITUTE, PACIFIC NORTHWEST DIVISION (PNWD) (the agreement from 15.11.2002) are concluded; Law academy of the Ministry of Internal Affairs of Ukraine (Dnepropetrovsk) (the contract from 11.03.2003); Humanitarian and Law Uniwersity (the contract from 03.10.2004); National university of the state tax service of Ukraina (the contract from 07.07.2006);Academy of economic safety of the Ministry of Internal Affairs of the Russian Federation (the contract from 23.09.2006); the Tyumen law institute of the Ministry of Internal Affairs of the Russian(the contract from 27.10.2006).
