He was born in 1961. He graduated from Tselinograd Civil Engineering Institute and Karaganda State University.
From 1985 to 1998 he worked at the bodies of Internal Affairs of the Republic of Kazakhstan. He was appointed Chief of the Eastern Department of the Interior of the Akmola city, Chief of the Management of the Interior of the Akmola city, Chief of the Administration of the State Investigation Committee in the Akmola city.
From May 1998 to July 2003 - Head of the Department of Housing in Astana city, from July to September 2003 - Director of the administrative and legal work, from September 2003 to April 2005 - Vice-Minister of Industry and Trade of the Republic of Kazakhstan.
From April 2005 - The Deputy Chairman of the Agency of the Republic of Kazakhstan on Fighting with Economic and Corruption Crimes (Financial Police).
